Public Consultation on the Review of EC Financial Regulation

The European Commission opened up a public consultation on the second triennial review of the Financial Regulation and Implementing Rules. The individuals and organizations are welcome to contribute to the consultation with the aim of simplifying the financial rules and procedures applicable to the EU Budget. Contributions are particularly sought from beneficiaries of EU funds, NGOs and private entities & public authorities at local, regional, national and/or European level.
The Commission has identified two major topics of the consultation: grants and the Commission’s handling of financial files. However, opinions on other matters are also welcome. "Any best practice examples of funding requirements involving other international, European,national or local funders are of particular interest."
In order for the contribution to be considered as filed on behalf of an organization and not as an individual submission, the organization needs to register with the the Register for Interest Representatives.
The deadline for submitting contributions is December 18, 2009. The Commission will present its proposal in mid-2010.

Just Released! UNV Report: Laws and Policies Affecting Volunteerism Since 2001 UN Volunteers just published a global research study on trends and lessons in the development of supportive volunteerism policies and legislation developed by ICNL and ECNL. An overall review was conducted in 7 regions, complemented by country-specific case studies. The study analyzes considerations in drafting and implementing volunteerism laws and policies, and highlights the need to tailor them to specific local, national, and regional contexts.
Since the International Year of Volunteers (IYV) in 2001, governments, the UN system, civil society partners, and other stakeholders have increasingly recognized that volunteerism makes significant contributions to peace and development.
