Press Conference and Discussion on the Final Draft of Iraqi Charter of Cooperation

The press conference will focus on the final draft of the federal level policy document for collaboration between public authorities and NGOs in Iraq, whose development ECNL facilitates.

The drafting process of the federal-level Iraqi policy document was kicked off in September 2012 and the document has been refined through a series of more than fifty public consultations with over 1,000 participants in all eighteen governorates of Iraq.

Supported by UNOPS, ECNL has worked extensively with the committee of MPs, government and CSO representatives throughout the whole drafting and consultation process. ECNL provided expert comments, organized a study visit for Parliamentarians, CSOs and Government members to Estonia, held a training of trainers that led the consultation sessions, oversaw the final consultation in Baghdad in October and arranged a study visit to Zagreb on the Croatian model for CSO-government cooperation, thus facilitating the finalizing of the draft Charter.

Based on international best practices, the Charter will support strong, effective and sustainable partnership between government and civil society. ECNL will remain involved and continue to provide key expertise in the upcoming phases of the adoption and implementation process. During the press conference, remarks will be delivered by members of the drafting committee, including key leaders from the Council of Representatives and Council of Ministers, as well as senior United Nations and European Union representatives.
