On August 25, ECNL submitted Comments to the Draft Recommendations to Member States Regarding a Code of Conduct for Non-Profit Organisations, a discussion document issued by the DG Justice, Freedom and Security of the European Commission.
Amendments to the Serbian Value Added Tax Law in Force
On July 25, 2005, amendments to the Serbian Value Added Tax (VAT) Law came into force. The amendments exempt NGOs from paying value added tax (VAT) on the import of humanitarian goods to Serbia.

Law on Public Interest Volunteering Adopted in Hungary
On June 27, 2005 Hungary adopted a new law on volunteering. The Law on Public Interest Volunteer Activities defines volunteering and spells out the rights and obligations of volunteers and their host organizations.

Controversial draft Law on Volunteers in Hungary
This month, a draft law on volunteers is being submitted to the Hungarian Government for approval to send it to the Parliament. The draft defines "public interest volunteering" as a right to be exercised only within a limited number of locations.
