In Kosovo ECNL’s activities address two legislative priorities.
First, ECNL contributes to the reform process affecting the overall framework of NGOs in Kosovo. We work closely with our local partner, the Kosovar Civil Society Foundation (KCSF) in its efforts concerning the Law on Freedom of Association in NGOs (NGO Law). ECNL provides technical assistance in the drafting processes. Most recently we developed a comprehensive legal assessment and an implementation report. Recommendations set therein were incorporated in the draft Concept of the NGO Law, disclosed for public consultation.
Second, ECNL is tackling counterterrorism policies and measures affecting civil society organizations in Kosovo. We provided expert support in developing written comments to the final draft of the Law in the Prevention of Money Laundering and Terrorist Financing (AML/CT Law). With our international comparative expertise, we also supported the local partner in their legal analysis on a case, where a local bank suspended the accounts of hundreds of organizations in Kosovo.
