Comparative Analysis on Laws and Practices Affecting Volunteering Completed

The analysis has been developed to support Bulgarian partners working on a legal framework for volunteering.

The analysis has been developed for the Bulgarian Center for Not-for-Profit Law (BCNL) under the project “An Optimistic Look at NGOs and Domestic Resources”, funded by the Trust for Civil Society in Central and Eastern Europe through the Bulgarian Charities Aid Foundation.

The Analysis will be of immediate assistance to the Bulgarian working group aiming to develop a legal framework for volunteering. In addition, the analysis will be translated and distributed in other countries across the region which are working on such initiatives. The Analysis is divided into three sections.

  1. The first part discusses the conceptual issues pertinent to legal reforms regaring volunteering such as: why should volunteering be regulated, how do laws affect volunteering, how much regulation is necessary?
  2. The second provides a general overview of existing laws and the scope of regulation of volunteer initiatives.
  3. The third section discusses the legal issues affecting volunteerism and volunteering through the prism of international recommendations and laws on volunteering in 10 European countries.

The analysis is available in English, Bulgarian, Croatian, Macedonian, Czech and Slovakian.
