Working Group prepare draft Law on Volunteers in Bosnia

In Bosnia and Herzegovina (BiH), a working group composed of representatives of local NGOs, international agencies, and ICNL has prepared a draft Law on Volunteers. The draft seeks to create an enabling legal environment for volunteers, which are currently not recognized in BiH. The working group will soon engage in negotiations with the government to resolve the outstanding jurisdictional issue (i.e., whether the draft should be enacted at the state level or at the level of the respective entities, namely the Republic of Srpska and the Federation of BiH). It is projected that the draft will be introduced to Parliament by June, 2005.
