On 25 November 2015 Belgrade Balkan Civil Society Development Network (BCSDN) together with ECNL organized a brainstorming session with participation of representatives of the government offices or other government structures responsible for cooperation with civil society from Albania, Bosnia, Croatia, Montenegro, Serbia and Turkey.
Among the issues discussed was the need to take a more strategic look at whether the environment is enabling (as opposed to monitoring numerous indicators and activities), the need to involve other government institutions and make them more responsive, as well as the need to point out the good practices.
The aim of the process is to create a self-assessment tool for governments that would not duplicate existing instruments but would help governments assess their needs and deficiencies. A follow-up meeting will be organized in the first half of 2016 to present a draft of the tool to receive the feedback from the government representatives.
