We are hiring: Finance Officer – EU Funding Expertise, DDL to apply: 2 August, 2026

Location: The Netherlands (Hybrid/Remote)
Work authorisation: Must be based in the Netherlands with the right to work
Contract type: Part-time (3-4 days a week)
Reports to: Senior Finance and Grants Controller
Salary range: €4,000–€5,390 gross per month (FTE), adjusted proportionally for the part-time (3–4 days/week) position.

Are you a finance professional who thrives on precision and wants your work to support meaningful projects across Europe? We're looking for a detail-oriented Finance Officer to join our Finance team and take ownership of the financial administration for our portfolio of EU-funded projects. In this role, you'll be at the heart of making sure project budgets run smoothly, expenditure stays compliant with EU financial regulations, and our reporting to donors and consortium partners is always timely and accurate. You'll work closely with programme teams, project leads, and external auditors, playing a key part in protecting and strengthening the funding relationships that make our work possible.

What You'll Be Doing

Day to day, you'll process invoices, payment requests, and other financial documents, making sure everything is properly coded, approved, and documented, including accurate cost categorisation against EU donor budget lines. You'll keep on top of expense tracking to ensure compliance with internal finance policies and EU eligibility rules, and maintain financial records that are accurate, current, and clearly mapped to grant agreement budget lines. You'll get hands-on with financial software (e.g., Exact) for budgeting, reporting, and tracking EU-funded projects, and help prepare documentation for audits, including EU Certificates on Financial Statements and donor-mandated reviews.

You'll also process payments, manage accounts payable and receivable, and reconcile project ledgers to the general ledger. A big part of the role involves preparing clear, accurate, and timely financial reports for the European Commission and other EU funding bodies, including interim and final financial statements. You'll help develop, review, and monitor EU grant budgets and cost forecasts, keep an eye on budget variances, and flag any under- or overspend risks to project leads before they become bigger issues. You'll support international transactions and multi-currency accounts, including reconciling consortium partner expenditure on multi-partner EU grants, and lend a hand with payroll, including calculations, documentation, and time-recording systems for staff working across multiple projects. We're always looking to improve how we work, so we'll welcome your ideas for making our processes more efficient and accurate.

Keeping Things on Track

You'll help ensure compliance with internal finance policies and regulatory standards across every review and transaction, and make sure expenditure lines up with EU financial rules, including eligibility of costs, procurement thresholds, and state aid rules where relevant. When something calls for extra interpretation or clarity, you'll help shape the right questions to bring to the relevant EU authorities.

Working With Others

You'll be a trusted financial point of contact for consortium partners on joint EU projects, helping assess the financial and operational capabilities of potential sub-grantees and reviewing the financial reports and receipts partners submit, checking them for accuracy and compliance. You'll offer practical guidance to sub-grantee staff on financial management, procurement policies, and ethics, and you'll be comfortable presenting financial information in a way that's clear and accessible, even to non-financial audiences. Building strong, transparent relationships with donors, consortium partners, and auditors will be a natural part of how you work.

You'll join regular team meetings and stay current on EU funding rules, sector trends, and best practices, so you're always bringing fresh, relevant knowledge to the role.

What We're Looking For

We'd love to hear from you if you have experience in financial management, grant accounting, or subgrant management, ideally gained within a nonprofit, NGO, or civil society organisation. Ideally you should have at least 3 years work experience and knowledge of EU grant funding rules and reporting requirements, whether through Horizon Europe, CERV, Erasmus+, or similar programmes, along with hands-on experience processing invoices, expenses, payments, and reconciliations. Strong Excel skills and confidence with accounting software (e.g., Exact) are important, as is experience with multi-currency transactions and international payments. You'll need to be organised enough to juggle multiple deadlines across several projects, and able to explain financial information clearly to colleagues and stakeholders who aren't finance specialists. Experience managing or reconciling multi-partner consortium budgets on EU-funded projects is essential, along with familiarity with EU procurement rules, state aid rules, and audit processes, including a good written and spoken English.

It would be a bonus if you've supported payroll processes before, or have experience working in a human rights or advocacy-focused organisation.

Remuneration and arrangements

This is a part-time position based in the Netherlands, and the successful candidate must already hold the right to work in the country. ECNL offers competitive compensation for employees in line with skills and experience, along with benefits including pension contribution and a health insurance package.  You'll enjoy a high level of autonomy and responsibility, along with flexible working hours and home office arrangements.
