21-04-2009
ECNL delivered a keynote speech outlining critical issues in developing an enabling legal environment for NGOs.

On April 20-21, the Conference of INGOs of the Council of Europe, in collaboration with the Moscow Office of the International Center for Not-for-Profit Law (ECNL's parent organization) and other local partners, hosted an international conference in Moscow: Russia NGO Legislation and International Practices.

The conference convened lawyers and experts from Russia, Europe, Central Asia and U.S., as well representatives of Russia legislative and administrative bodies, to discuss issues pertinent to an enabling legal framework for NGOs in Russia against the background of international and regional best practices.

In addition, the conference addressed the implementation of conclusions and recommendations of the Third Regional NGO Congress, which had been held in December 2008 in Penza with the support of the Conference of INGOs of the Council of Europe.
