The EU must uphold hard-won protections for digital human rights

Over 120 civil society organisations, trade unions and defenders urge the EU to halt its planned Digital Omnibus proposals that are part of a broader deregulation agenda.

On 19 November 2025, the Commission is set to propose two new digital laws: the Digital Omnibus, which will amend multiple existing EU digital laws in one go. What is being presented as "simplification", in reality, is an attempt to dismantle Europe's strongest protections against digital threats covertly.

For example, the Omnibus is set to remove some of the guardrails of the AI Act, which has not even fully come into force. These protections were designed to ensure that AI is developed safely and without discrimination.

This would be the biggest rollback of digital fundamental rights in EU history - done under the radar, using rushed and opaque processes designed to avoid democratic oversight.

That is ECNL, together with over 120 civil society organisations, trade unions and defenders of the public interest, urge the EU to:

  • halt any attempts to reopen core digital rights protections, like the AI Act and the GDPR;
  • reaffirm its commitment to rights-based governance of new technologies and respect for rights enshrined in the EU Charter; and
  • enable meaningful civil society engagement to uphold EU’s democratic processes.
