Istanbul seminar on draft Code on Civil Participation

This was one of four conferences organized in various regions in Europe.

In collaboration with the Conference of International Non-Governmental Organisations and the Council of Europe, TUSEV hosted the Regional NGO Consultation Seminar on the Code of Good Practice for South East Europe on January 19-20 in Istanbul. The purpose of the conference was to get participants feedback on a draft code on civil participation, which is developed by the INGOs drafting team. This was one of four conferences organized in various regions in Europe.

This initiative gives rise to concern not the least because the concept (civil versus citizen participation) assumes that NGOs are not only a major tool to facilitate the process, but rather the end users (as opposed to citizens). In addition, a draft code is not a code at all, but rather an analytical framework which might be useful in helping identify various stages in public policy process NGOs can play some role.
