Throughout the year 2024, ECNL will be engaged in a new project focused on improving the philanthropic environment in Moldova. The project is a joint initiative of ECNL, ICNL and Democracy International, and will run until November 2024. It is funded by USAID, through the Justice, Rights, and Security - Rapid Response Assistance Activity (JURIS) mechanism.
Goal of the project
The goal is to help Moldovan civil society advocate for an environment, in which they can more easily mobilise domestic resources. To achieve this, ECNL and ICNL will first carry out an assessment of the Moldovan fundraising framework. We will research the possibility to engage in different fundraising methods in Moldova, such as charitable events, SMS donations, or street collections. In addition, we will assess the regulation and practical implementation of the 2 % designation mechanism and provide recommendations on how to improve its impact.
ECNL will also provide technical assistance to the Contact Center Moldova. Specifically, we will support partners’ strategic planning and execution of an advocacy campaign to promote necessary reforms for better financial sustainability.
The project builds on ECNL's previous engagements in Moldova, such as the conference on financial sustainability of CSOs or the study on domestic fundraising. ECNL also supported Moldovan civil society’s efforts launching the percentage designation mechanism, which many CSOs benefit from today.
What's next?
In March, we visited Moldova and consulted several CSOs, state institutions, donors, banks and crowdfunding platforms to identify the most essential elements of the assessment. These include laws and practices with regard to individual philanthropy, corporate philanthropy and the 2 % designation mechanism. Through the project, we hope to contribute to an environment in which Moldovan civil society can secure funding from various philanthropic sources in the country and operate in a financially sustainable manner.
