The Croatian Government Office for Co-operation with NGOs in co-operation with the Council for Civil Society Development issued a call for consultation on the Draft of the Code of Good Practice for Consultations with Interested Public on Making of Public Policy. ECNL worked closely with local partners in development of the Code. ECNL also developed a comparative research on the topic to support this process.

Preparation of new standards of consultations with interested public on making of public policy is foreseen in the Operational Implementation Plan of the National Strategy of the Creation of an Enabling Environment for Civil Society Development, adopted on 1 February 2007. In the Chapter 4 of the Strategy and the Plan, entitled “Citizens’ Participation in the Creation of Public Policy”, the drawing up of a Code of Good Practice for Consultations and promotion of its implementation is foreseen. The adoption of a similar code was foreseen already in the Program of Cooperation between the Government of the Republic of Croatia and Non-governmental, Non-profit Sector, adopted in 2001. The first public discussion which included some key questions related to the objectives and the contents of the future regulation of consultation between the state and civil society in the process of adopting new legislature was held on 12 November 2007 in “Novinarski dom” in Zagreb. A call for participation in consultation on key questions and the contents of the future document by sending proposals, suggestions and reflections was opened on the Office’s website by 15 January 2008.
