ECNL and ICNL support Balkan CSOs’ Pilot Project to Develop Monitoring Matrix

The project objective is to establish the regional Gov2CSO platform for monitoring progress in creating an enabling environment for civil society development in countries of the Western Balkans and Turkey.

ECNL and ICNL are supporting the Balkan Civil Society Development Network (BCSDN)’s project “Cross-Sector Regional Partnership for Enabling Legal Environment for Civil Society Development” financed by USAID and Pact.

On 16th March, BCSDN organized the first meeting of an expert working group to launch the process of developing the monitoring matrix for an enabling environment for civil society development (CSDev). The working group gathers 14 experts from the Western Balkans and Turkey. The meeting focused on discussing the methodology and basic framework of the matrix. Once developed, the matrix will serve as a shadow-monitoring tool for CSOs; monitoring tool for the EC; and self-assessment tool for the Government for monitoring progress in the area as a support and pressure mechanism.
