During the state of emergency, the government of Georgia imposed various restrictive measures to prevent the spread of coronavirus. Some of these restricted people's freedom of movement and assembly. The violation of these rules constituted administrative offense and envisaged penalties for both physical persons and legal entities.
ECNL's partner, the Human Rights Center has underlined numerous times that the fines imposed were disproportionately high and did not consider the worsened socio-economic context.
