Phase two of ParticipatiON project: AI technologies used in public participation

The new phase of the project will delve deeper into the intersection of AI and participation.

There is a rising interest in how AI could improve online participatory methods. Several digital platforms are now testing AI-powered content moderation and utilising AI to summarise input from online consultations or debates. There is also a growing focus on recommendation algorithms within citizen platforms, aiming to increase user participation in projects. These are just a few examples of the new AI tools being developed to enhance public participation. In the next cycle of our ParticipatiON project, we will explore this topic through in-depth case studies and a new learning package on the expanded ECNL Learning Center

In 2023, with the support of the European Education and Culture Executive Agency through the CERV programme, ECNL launched a project to promote innovative tools for public participation on the EU level. Within 1 year, ECNL carried out an extensive research on the potential of various participation tools in the European Union and its Member States with a special focus on gaming and digital platforms.

Through webinars, trainings and the launch of a brand-new online resource hub at the ECNL Learning Center, we equipped CSOs with the tools and knowledge necessary to enhance meaningful participation in their own contexts. We also provided guidance on what more can be done to create a functional and effective system for involving CSOs in EU policy-making at the national level. The updated EU Law Handbook offers information on how CSOs can use EU law and rule of law participatory tools to protect civic space in the EU.  

The current phase of the project will run until the end of 2024.
