ECNL took part in a discussion on the Third Financial Regulation Review and operating grants for civil society organizations organized in the European Parliament on the 31st of January. The discussion was hosted by Dr. Inge Graessle MEP Rapporteur of the Committee on Budgetary Control and organized by Euclid Network.
It aimed to provide evidence from and solutions based on a research undertaken by a coalition of over 70 European civil society networks. The starting point of the discussion was the policy briefing of Euclid Network: "Better Return on Investments: Making it better for civil society, better for Europe".
The participants has explored the elements of the Commission's proposal for the Third Review of the Financial Regulation that CSOs call to be amended for a more effective partnership between EU and civil society.
ECNL Executive Director Nilda Bullain presented a 10-minute intervention on the 7% issue, but also focused on other issues such as in-kind contributions. Further key issues discussed include: the non-profit rule, double ceiling, contribution to overheads, operating grants and the level of co-financing.
