UNESCO adopts first-ever global agreement on the Ethics of AI

The historical text incorporates critical points raised by civil society.

The UNESCO Recommendation on the Ethics of AI is the first global standard setting document for the international community to address many of the opportunities and challenges posed by artificial intelligence (AI).

Through working with the Freedom Online Coalition's Taskforce on AI and Human Rights (T-FAIR), ECNL provided feedback to the Member States taking part in the negotiations for the drafting of the recommendations and helping them with their talking points.

We were delighted that the final text adopted on November 23 incorporated all points raised with and supported by the FOC members, such as:

  1. the need for a rights-based and inclusion-focused approach to technology;
  2. acknowledging that ethical approaches to AI governance must not replace the international legally binding human rights framework but build upon it;
  3. the need to encourage meaningful participation of all relevant stakeholders, especially groups in vulnerable and marginalised positions, in the stages of an AI system’s lifecycle, including in their governance and impact assessments.
