Upcoming: new study by CoE's Expert Council on NGO Law

09-02-2010
The third thematic report will tackle the issues of sanctions and penalties for NGOs.

The third thematic report will build on the findings of a questionnaire circulated among membership-based CSOs and foundations, who have been invited to provide their input by 31 January 2010, based on their national experience. The upcoming study follows the Expert Council's first report on the “Conditions of Establishment of NGOs” and the second report on the “Internal Governance of NGOs” with the objective to monitor the situation and make recommendations for improvement. The latter includes 44 country reports, while highlighting specific countries: Macedonia, Armenia, Moldova, and Cyprus. The report has recently been approved by the Conference of International Non-Governmental Organizations (INGO) of the Council of Europe. Both reports are available on the Council of Europe website. In 2009, Katerina Hadzi-Miceva Evans, ECNL’s Senior Legal Advisor served as an ad-hoc member of the Council to support the development of the second thematic report.
