ECNL facilitates Lithuanian working group to reform the NGO legal framework

The changes in the legislation should help to eliminate the collisions and gaps in the existing regulations and to ensure the sufficient basis for the sustainable development of Lithuanian NGOs.

"Improvement of NGO legislation in Lithuania“ is a project that aims to assess Lithuanian NGO legislation and create guidelines for further legislative changes by using the best existing practices in the other countries. The goals of the project are:

  • To evaluate the general framework of NGO legislation in Lithuania;
  • To create guidelines for further legislative changes by using the best practices existing in the other countries;
  • To attract the attention of the society and the politicians towards the existing gaps within the legislation;
  • To initiate the positive legislative changes that would create the enabling legal environment for the non-governmental organizations.

The project is led by the NGO Law Institute. The main activities of the project are conducted by an experts group composed of government officials, experts and NGO representatives.

ECNL serves as an external facilitator and consultant to the group. ECNL provides assistance in conceptualizing and defining the scope of reform, guides the group in reviewing existing legislation and proposing recommendations and facilitates working group meetings. The project is supported by the Baltic-American Partnership Project and aims to complete its activities by May 2008.
