ECNL presents on improving legal framework for civil society in Moldova

ECNL provided an overview of different stages of the NGO sector development and regulatory frameworks used at these stages.

ECNL's Program Director, David Moore, presented on Improving Legal Framework for Civil Society at a roundtable discussion for NGOs held in Chisinau, Moldova on November 11. The roundtable provided a forum for some initial discussions of NGO related matters to be further developed at the NGO Forum. The Forum is tentatively scheduled for early December 2008.

Among the issues discussed were the National Strategy for Development of the Civil Society sector in Moldova in 2008-2011 that is currently pending in front of the Parliament; Moldovan non-profit sector's sustainability and such mechanisms, as 2 % law and public benefit status and an NGO Code of Ethics. David Moore made a presentation on improving legal framework for NGOs. The presentation provided an overview of different stages of the NGO sector development and regulatory frameworks used at these stages. It also dealt in a greater detail with the issues related to the public benefit status, benefits and obligations that it implies, registration and re-registration of NGOs and percentage philanthropy mechanisms.
