In recent years there has been a growing trend of governments trying restrict the amount and manner in which organizations may receive international funding. Restrictions to CSOs’ access to international funds greatly impact the work of the organisations concerned. In many of the countries where such restrictions exist, the respective governments do not offer much in terms of alternative means of support. Funding restrictions impose huge burdens on significant parts of the civil society sector sometimes threatening the organization's ability to operate. ECNL prepared a briefer to highlight the international standards on access to resources and specifically – access to foreign funding to support stakeholders in Ukraine to make informed decisions with regard to any possible regulation of CSOs receiving foreign funding.
