Participation of CSOs in the preparation of EU National Recovery and Resilience Plans

Learn how CSOs engage with national authorities in setting out a coherent package of reforms and public investment projects under the EU facility for recovery and resilience.

The Commission proposed the Recovery and Resilience Facility (RRF) on 27 May 2020 as the centerpiece of NextGenerationEU, a temporary recovery instrument allowing the Commission to raise funds to help repair the immediate economic and social damage brought about by the coronavirus pandemic. The Facility is also closely aligned with the Commission’s priorities ensuring in the long-term a sustainable and inclusive recovery that promotes green and digital transitions.

The RRF is also a key element of the 2021-2027 Multiannual Financial Framework (MFF), in place as of 1 January 2021, to make 750 billion EUR in loans and grants available to support reforms and investments undertaken by Member States. Member States need to set out their recovery and resilience plans at the latest by 30 April 2021.

ECNL, together with Civil Society Europe explored the participation of CSOs in this process, and prepared a Report as well as a Guidance Note to help CSOs get engaged in the process, but also to provide good case studies for participation. Read more about our findings here.

The Report and Guidance Note were written by Valentina Caimi and Fintan Farrell (LinkinEurope) with support from the Task Force on National Recovery and Resilience Plans in Civil Society Europe and inputs from a broad range of civil society actors.
