Call for experts: a Guide on PBO Amendments in Moldova (Extended deadline!)

ECNL cordially invites applications from legal experts to prepare a practical Guide for NGOs on the recently adopted amendments regarding public benefit organizations (PBOs) to the Law on Public Associations no. 837-XIII of May 17, 1996: http://lex.justice.md/viewdoc.php?action=view&view=doc&id=311734〈=2

In June 2010 the amendments to the Law on Public Associations concerning the status of public benefit organizations (PBOs) were approved and came into force in the Republic of Moldova. The approved amendments include provisions regarding public benefit organizations, their registration, benefits and obligations, and the Certification Commission. ECNL works in Moldova within the framework of the Moldova Civil Society Strengthening Program (MCSSP) implemented by the Academy for Educational Development (AED). The Program is genereously supported by the United States Agency for International Development (USAID). 

Description of Task:

To develop a brief, user-friendly guide for NGOs based on the recently adopted amendments on public benefit status to the Law on Public Associations no. 837-XIII of May 17, 1996, which will assist NGOs in application of the new legal provisions for acquiring a public benefit status. The Consultant will work under guidance from ECNL and in cooperation with the Certification Commission and the NGO Department of the Ministry of Justice. Upon preparation of the Guide, there might be a possibility for extending cooperation to prepare a follow up version of the Guide once the Regulations for the Amendments are available.

Timeframe:

November 1 – November 30, 2010. The first draft to be developed by November 15, 2010.

Qualifications and eligibility of the applicants:

  • Being a NIS national (*NIS region includes Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, Ukraine, Uzbekistan.);
  • Being a lawyer or having a law degree;
  • Working knowledge of English AND Romanian (*the document can be prepared in Romanian OR English);
  • Being familiar with the NGO sector in Moldova;
  • Having experience in developing legal documents on NGO related issues will be an advantage. Application: To apply, please, send by October 27, 2010 to [email protected] the following documents:
