The European Center for Not-for-Profit Law, together with FHI 360 and Moldova Dialogue Project organized a Strategy planning meeting for the PBO Certification Commission in Moldova on December 9. The event was supported by USAID and Council of Europe and European Union.
The session provided a space for a strategic analysis and consideration of the work and processes of the PBO Commission, and developed proposals for enhancing the positive impact of the law and its implementation.
Specific topics addressed included:
- Identifying the aims of PBO Status, and developing an assessment process to ensure that these aims are achieved.
- Identifying the skills, experience and commitment required of Commission members, and proposing criteria, selection processes and other mechanisms for ensuring these skills are available.
- Considering the role of reapplication for PBO status, and alternative means of ensuring PBOs continue to meet criteria for the status.
- Agreeing a strategy for developing specific obligations and benefits of PBO status.
The session was organized for the PBO commission members only and it was coordinated by Ben Evans, Regional Manager at the Charity Commission of England and Wales' International Programme, United Kingdom. The UK Charity Commission is the only other operating PBO Commission in Europe so far.
