In almost all countries in Latin America, nonprofit organizations (NPOs) have been kept out of discussions on regulations and procedures to protect them from potential abuses by terrorist organisations. They generally lack awareness of how FATF standards affect their work, and have not used them to participate in compliance evaluations or advocate for reforms.
This new report, published by ICNL, documents the sector's perceptions of terrorism financing risks in the region, includes country case studies and recommends reforms that can be implemented through collaboration among NPOs, government agencies, regional FATF bodies and international experts.
