The resolution 15/21 requests the Special Rapporteur “[t]o incorporate in his... first report an elaboration of the framework, including seeking the views of States, through which the mandate holder will consider best practices, including national practices and experiences, that promote and protect the rights to freedom of peaceful assembly and of association, taking into account in a comprehensive manner the relevant elements of work available within the Council”.

To this end, the Special Rapporteur is requesting Member States, national human rights institutions, non-governmental organizations and regional human rights mechanisms to submit information on such best practices to him, which he shall then annex to his report for illustrative purposes.

The report will be submitted to the Human Rights Council for consideration at its 20th session. In this regard, the Special Rapporteur would be grateful if responses to the questions contained in the attached questionnaire could be received no later than 20 January 2012, to the following e-mail address or fax number: [email protected]; fax: +41 22 917 90 06.
